Support At Home Classification 1-8

The Support at Home program uses a new classification system to determine the level of funding and support an older person may receive to remain living safely at home. Instead of the previous four Home Care Package levels, the new model introduces eight classifications, allowing support to be more closely matched to individual needs.

Your classification is based on an independent assessment of your health, mobility, daily living abilities, and overall support requirements.

Classification 1 — Low Support Needs

This level is designed for people who are mostly independent but require occasional assistance to maintain safety and wellbeing at home.

Typical supports may include:

Classification 2 — Entry-Level Ongoing Support

Suitable for individuals who need regular assistance with everyday tasks but can still manage many activities independently.

Supports may include:

Classification 3 — Moderate Support Needs

For people experiencing increased physical limitations or health conditions requiring more frequent help.

Supports may include:

Classification 4 — Moderate to High Support

Designed for individuals with more complex needs who require consistent support across multiple areas of daily living.

Supports may include:

Classification 5 — High Support Needs

For people with significant health conditions or functional decline requiring intensive assistance.

Supports may include:

Classification 6 — Very High Support Needs

Suitable for individuals requiring substantial assistance throughout the day to remain safely at home.

Supports may include:

Classification 7 — Intensive Complex Care

For individuals with multiple medical conditions or high dependency needs who require coordinated multidisciplinary care.

Supports may include:

Classification 8 — Maximum Support at Home

This is the highest level of home support available for people who would otherwise require residential aged care but wish to remain at home.

Supports may include:

Assessment Determines Your Level

Classification levels are determined through a formal aged care assessment process. The goal is to ensure you receive the right amount of funding and support to live safely, comfortably, and independently at home.

How Support At Home Levels Work

The Support at Home program is the Australian Government’s new in-home aged care system designed to help older people remain living safely and independently in their own homes for as long as possible. It replaces the previous Home Care Package program with a more flexible, needs-based approach.

Instead of fixed package levels, Support at Home uses classification levels to determine the type and amount of support you may receive.

Assessment Determines Your Support Level

Your level of support is based on an independent aged care assessment that looks at your overall needs, including:

  • Physical health and mobility
  • Ability to manage daily activities
  • Medical conditions
  • Cognitive function
  • Home environment and safety
  • Availability of family or informal support

The goal is to ensure funding matches your actual needs rather than a one-size-fits-all package.

Eight Classification Levels

The program includes eight levels of support, ranging from low assistance to very high and complex care needs. Higher classifications provide access to more funding and a broader range of services.

Support can be adjusted over time if your needs change, ensuring you continue to receive appropriate care.

Types of Services Available

Funding can be used for a wide range of supports to help you live safely at home, including:

  • Personal care (showering, dressing, grooming)
  • Domestic assistance (cleaning, laundry, meals)
  • Nursing and clinical care
  • Allied health services
  • Mobility and equipment support
  • Transport and social support
  • Home modifications and assistive technology
  • Care coordination

Some services, such as clinical care, may be fully funded, while others may require a contribution depending on your financial circumstances.

Flexible Budgets and Planning

Support at Home funding is typically allocated in regular budgets rather than as a large annual package. This allows services to be adjusted more easily as your needs change.

Your provider will work with you to develop a personalised care plan outlining how your funding will be used to support your goals and daily living needs.

Staying in Control of Your Care

You remain at the centre of decision-making. You can choose your provider, discuss preferred services, and review your care plan whenever necessary. Family members or representatives can also be involved with your consent.
